Artur Tunyan
Adviser to Minister-Chief of Staff
Armenia

Mr Artur Tunyan is Adviser to Minister-Chief of Staff of the Government of Armenia since April 2014. Starting March 2015 he is also Managing Director of EKENG JSC which is e-Governance Infrastructure Implementation Unit of the Government of Armenia, an entity responsible for coordinating the overall implementation of e-Government Strategy in the Republic of Armenia.

Mr. Tunyan is lawyer with 20 years of professional experience who holds Master in Law (LLM) degrees from the John Marshall Law School, Chicago, USA and American University of Armenia (1998). He also graduated from Law School of Yerevan State University (1996).

Prior to his appointment in the Government staff, he was managing the World Bank financed Judicial Reform Projects in Armenia since 2002 and was serving as Chief Legal officer for several commercial banks, as well as Legal Council for the Central Bank of Armenia. In the past he also provided professional advisory services to national and foreign firms on international business and trade law.

In the past decade several successful e-government related Projects and electronic services were launched in Armenia under management of Artur Tunyan. The most famous ICT projects in Armenia are ARLIS (www.arlis.am, Armenian legal information system), DataLex (www.datalex.am, court administration and case management), E-Payments.am (www.e-payments.am, state duties, fees and taxes payment integrated system).

Mr. Artur Tunyan is recipient of the US Government financed grant, Edmund Muskie FSA fellowship, to study in the United States for Master in Laws (LLM) degree (1998). In 2006 he was awarded John Smith Memorial Trust Foundation (UK) fellowship grant for participation in program of academic studies at Birmingham University with professional attachments for young leaders. Following that in 2008 he was awarded Manoukian Public Service Fellowship grant for attending executive course at Kennedy School of Governance, Harvard University, USA and in 2014 he was awarded grant from Singapore Cooperation Program to participate on Chief Information Officers Program on the Strategic Management of Information Technology conducted by Singapore e-Government Leadership Centre.

During his professional career Artur Tunyan has participated in several professional training courses in the area of project management, procurement and contract administration in the World Bank, International Law Institute and Georgetown University, Washington DC. USA, Singapore e-Government Leadership Centre, Estonian E-Governance Academy.

Artur speaks English, Armenian and Russian.
